The closest thing to an omnipotent god that interacts with the material plane. The Judge is Lord of the True Neutral plane, where all souls, without exception, must pass through on their way from the mortal plane to the afterlife that awaits them. Most souls have no memory of passing through this plane, and are simply sorted and sent on their way in such short order that they don’t know it even happened. Some are chosen to stay, and spend eternity in one of the vast domed cities that dot the otherwise bleak landscape of the True Neutral plane.
Most of the Judge’s minions are elementals, who serve the Judge tirelessly and unquestioningly. There are also minor Judges who handle matters that the Judge himself does not wish to. The Judge is not a dictator, and does not impose his will onto others without carefully considering every side of an issue. He sets the rules for how the nine aligned planes coexist with the mortal plane, but he is willing to change them over time as the popular opinion of what the alignments and the aligned planes mean to the mortal realm. When the party came to one of his minor Judges and said that they wished to seal the mortal plane off and prevent demons, devils, angels, celestials, and Lords from appearing on the mortal plane, the Judge agreed to do it if the party could demonstrate that this was also the wish of at least one Good, Neutral, and Evil Lord. Without support from all sides, he would not do it.
True to his word, the Judge agreed to strengthen the barriers when the party got the Lawful Good, Lawful Evil, and Chaotic Neutral Lords to agree to the barriers being strengthened.
